I am writing from the point of view of being the president of the board of a non-profit based in Guatemala )http://www.longwayhomeinc.org) that is building a vocational school and a private home from reused tires and earth-packed bags. This type of construction was invented by a New Mexico architect named Mike Reynolds (earthship.net). Long Way Home has been using these techniques in a developing country for the past year. We have completed the first three of 14 buildings for a vocational school that will eventually teach green construction to a new generation of Guatemalan builders.
